The driving-licence system in Hungary
Who issues driving licences in Hungary?
Driving licences are issued through the Hungarian transport-administration system, with applications and document services handled mainly by government windows (kormányablak) and document offices.
Which organisation conducts the examinations?
The KAV Transport Aptitude and Examination Centre conducts or organises the official theory and practical driving examinations.
Which authority regulates driver training and licensing?
National rules are established through Hungarian legislation and administered by the competent transport, interior and government-office authorities.
Is a Hungarian licence valid throughout Hungary?
Yes. A valid Hungarian licence is recognised throughout the country, subject to its categories, restrictions and current legal status.
Is a Hungarian licence recognised elsewhere in the European Union?
Yes. A valid Hungarian EU-format licence is generally recognised throughout the EU and European Economic Area.
Can one person hold two EU driving licences?
No. EU rules generally permit only one valid EU or EEA driving licence at a time.
Can a Hungarian licence be used as identification?
Yes. A valid card-format Hungarian driving licence can generally be used as an official identity document within Hungary.
Must the physical licence always be carried in Hungary?
A Hungarian driver whose entitlement is recorded electronically can generally be checked through the domestic register. A physical licence should still be carried when driving abroad.
What is the Digital Citizen application?
The DÁP mobile application supports digital identity verification and an expanding range of official services, including roadside identity checks.
Do driving-school prices differ?
Yes. Training and test requirements are national, but tuition, lesson prices, vehicle charges and optional services vary between schools.
Eligibility and first applications
What is the minimum age for category B?
The minimum age for category B is 17 years.
When can category B training begin?
Training may normally begin from age 16 years and 6 months.
When can the theory test be taken?
The candidate may normally take the category B theory examination from age 16 years and 9 months.
Can the practical test be taken before age 17?
No. The minimum category B age must be reached before the traffic-driving examination.
Must an applicant meet a school-education requirement?
Yes. The candidate must prove completion of the required basic school education before the relevant official examination stage.
What identification is normally required?
The applicant needs valid identification and the personal and residence information required by the driving school and examination centre.
Must an applicant have residence in Hungary?
The applicant must satisfy the Hungarian or EU normal-residence conditions applicable to driving-licence issue.
Can a foreign resident apply for a Hungarian licence?
Yes. A foreign resident can apply when the residence, identity, age, medical, training and examination requirements are met.
Can a person apply while disqualified from driving?
No. A current driving prohibition, withdrawal or incompatible foreign licence status must be resolved.
Must the applicant complete medical assessment?
Yes. A first category B applicant must be certified as medically fit in health group 1.
Must the applicant complete first-aid requirements?
Yes. A first licence is normally issued only after the required road first-aid examination has been passed or an exemption has been documented.
Does enrolment in a driving school itself grant permission to practise alone?
No. All public-road learning must take place under the authorised training rules.
Medical fitness and first aid
Which medical group applies to an ordinary category B driver?
An ordinary private category B driver belongs to health group 1.
Who normally conducts the medical examination?
It is commonly conducted by the applicant’s general practitioner or another doctor authorised by the medical-fitness regulation.
What does the doctor assess?
The examination considers vision, hearing, movement, neurological and cardiovascular health, diabetes, medication, substance dependence and other conditions relevant to driving.
Can glasses or contact lenses be required?
Yes. A restriction code is recorded when corrective lenses must be used.
Can an adapted vehicle be required?
Yes. Medical and technical codes can require an automatic transmission, hand controls or other adaptations.
Does a medical condition automatically prevent licensing?
No. The doctor may find the person fit, fit with restrictions, fit for a shorter period or unfit.
How often is group 1 medical fitness reviewed below age 50?
Normally every 10 years.
How often is it reviewed from age 50 to under 60?
Normally every five years.
How often is it reviewed from age 60 to under 70?
Normally every three years.
How often is it reviewed from age 70?
Normally every two years.
Is a first-aid preparation course compulsory?
No. The examination is compulsory for most candidates, but attendance at a preparation course is not itself a universal legal requirement.
Who may be exempt from the first-aid examination?
People holding specified medical, nursing, paramedic or equivalent qualifications can be exempt when they provide acceptable evidence.
Category B theory and practical training
How much classroom theory is required?
The category B curriculum contains at least 28 theory lessons in the classroom route.
Can theory be completed through e-learning?
Yes. Approved e-learning can replace the fixed classroom schedule while still covering the prescribed curriculum.
Which theory subjects are included?
They include traffic rules, driving theory and vehicle construction and operating knowledge.
How many practical lessons are required?
At least 29 practical lessons must be completed before the test.
How long is one practical lesson?
A practical training lesson normally lasts 50 minutes.
How much minimum driving distance is required?
The candidate must complete at least 580 kilometres.
How many basic vehicle-control lessons are included?
The curriculum includes at least nine lessons of basic vehicle-control training.
How much urban driving is required?
At least 14 hours of main-stage training must be completed in urban traffic.
How much driving outside towns is required?
At least four hours must be completed on roads outside built-up areas.
How much night driving is required?
At least two hours must be completed at night.
Can more lessons be required?
Yes. The minimum hours and distance do not guarantee readiness, and additional lessons may be necessary.
Can an applicant change driving schools?
Yes. Completed training can be transferred using the official training certificate and records.
The category B theory examination
Who conducts the category B theory test?
KAV conducts the official computer-based examination at an approved examination location.
How many questions are in the test?
The test contains 55 multiple-choice questions.
How long does the test last?
The candidate has 55 minutes.
What is the maximum score?
The maximum score is 75 points.
What score is required to pass?
At least 65 points are required.
Why do some questions carry more points?
Safety-critical questions can carry three points, while ordinary questions carry one point.
What subjects are tested?
The test covers traffic law, driving theory and vehicle construction and operating knowledge.
Must the course be completed before the examination?
Yes. The candidate must have successfully completed and documented the required theory training.
Can the test be taken in a foreign language?
Foreign-language and interpreter arrangements are available only under the official examination rules and must be arranged in advance.
What happens after failing?
The candidate can take another examination after booking and paying the applicable fee.
Is there a deadline for the first theory attempt?
Yes. The first examination must normally be attempted within nine months after the course begins.
Is there a deadline for passing theory?
Yes. A successful theory examination must normally be obtained within 12 months after the course begins, or the theory course must be repeated.
The category B traffic-driving examination
Who conducts the practical examination?
An authorised KAV driving examiner conducts it in an approved training vehicle.
How long is the full traffic-driving test?
The category B examination lasts 60 minutes.
How long must the candidate actually drive in traffic?
The candidate must drive for 50 minutes.
What happens before moving off?
The candidate performs the legally required vehicle checks and prepares the seat, mirrors and safety belt.
What does the examiner assess?
The examiner assesses vehicle control, observation, road position, speed choice, priority, signs, interaction and safe independent driving.
How many manoeuvres are selected?
The candidate must successfully perform two selected manoeuvres during the test.
Which manoeuvre groups are used?
One task is selected from the parking exercises and one from the turning or reversing-direction exercises.
Can one dangerous error cause failure?
Yes. A traffic-rule violation, dangerous situation, collision or instructor intervention can cause immediate failure.
Can too many minor faults cause failure?
Yes. More than ten recorded non-immediate-failure errors results in failure.
Must the test vehicle be insured and approved?
Yes. It must have valid registration, compulsory insurance and approval as a category B training vehicle.
Licence issue and the two-year novice period
When is the first licence issued after the tests?
It can be issued after all examination, medical, residence and first-aid conditions are recorded and satisfied.
Can the first licence be issued automatically?
Yes. Automatic document issue is possible when the applicant has made the required declarations and all necessary data are available in the official systems.
How long is the novice period?
The first international-category licence is classified as a novice driving licence for two years.
Can a novice category B driver carry passengers?
Yes. The passenger prohibition applies to novice motorcycle and B1 entitlements, not to an ordinary category B car.
Can a novice category B driver tow a trailer?
No. A category B novice driver may not tow a trailer during the two-year novice period.
Can a suspension extend the novice period?
Yes. A driving disqualification or withdrawal during the novice period can extend it until two years after the entitlement is restored.
Can novice status be extended more than once?
The formal extension mechanism can apply once. A further qualifying event during the extended period can lead to withdrawal and mandatory retraining.
Can a 17-year-old category B holder drive abroad?
The licence entitlement may not be recognised abroad before age 18. The destination country’s minimum-age and recognition rules must be checked.
Does Hungary impose a lower novice alcohol limit?
Hungary applies zero alcohol to all drivers, not only novices.
Does a novice driver have a separate penalty-point threshold?
The ordinary 18-point threshold applies, but licence withdrawal during the novice period also affects the novice status.
Driving-licence categories
What does category AM cover?
It covers mopeds and light quadricycles within the legal speed, engine and power limits.
What is the minimum age for AM?
The minimum age is 14.
What does category A1 cover?
It covers light motorcycles up to 125 cm³, 11 kW and the prescribed power-to-weight limit.
What does category A2 cover?
It covers motorcycles up to 35 kW with the prescribed power-to-weight and derivation restrictions.
What does category A cover?
It covers unrestricted motorcycles, subject to direct-access or staged-access age and experience rules.
What does category B1 cover?
It covers specified motor quadricycles.
What does category B cover?
It covers motor vehicles up to 3,500 kg with no more than eight passenger seats in addition to the driver.
What trailer can an experienced category B driver tow?
A trailer up to 750 kg, or a heavier trailer where the statutory category B combination rules are satisfied.
What is category B with code 96?
It extends category B to a vehicle-and-trailer combination above 3,500 kg but not exceeding 4,250 kg.
What does category BE cover?
It covers a category B towing vehicle with a trailer or semi-trailer within the BE weight limits.
What do categories C1 and C cover?
C1 covers medium goods vehicles above 3,500 kg and up to 7,500 kg; C covers heavier goods vehicles.
What do categories D1 and D cover?
D1 covers smaller buses within its passenger and length limits; D covers larger buses.
Commercial and professional driving
Is the correct C or D licence enough for professional driving?
Not always. Many professional goods and passenger drivers also need the appropriate driver qualification card or professional competence.
What is the Hungarian GKI qualification?
GKI is the professional driver qualification used for many lorry and bus drivers under the EU professional-competence framework.
Is initial GKI training required?
Yes for drivers entering covered professional activity without an exemption or acquired right.
Is periodic GKI training required?
Yes. Professional qualification must be renewed through periodic training on the applicable cycle.
How long is the professional qualification normally valid?
It is normally valid for five years.
Which medical group applies to heavy and professional drivers?
C, D and many professional-driving activities use health group 2.
How often is group 2 medical fitness reviewed below age 60?
Normally every five years.
How often is it reviewed from age 60?
Normally every two years.
Can a professional driver need a psychological aptitude assessment?
Yes. A PÁV aptitude examination can be required for specified professional, emergency or safety-sensitive driving activities.
Are taxi requirements determined only by category B?
No. Taxi driving also involves professional, operator, vehicle, local and medical requirements.
Validity, renewal and replacement
How long can an ordinary category B entitlement remain medically valid below age 50?
Normally up to 10 years, subject to the medical assessment and document-validity rules.
How long can it remain valid from age 50 to under 60?
Normally up to five years.
How long can it remain valid from age 60 to under 70?
Normally up to three years.
How long can it remain valid from age 70?
Normally up to two years.
Can a doctor set a shorter validity period?
Yes. A medical condition can require earlier review.
How is the licence renewed?
The driver completes the required medical examination and uses the available government-window or electronic procedure.
Can renewal be automatic?
Automatic document issue or replacement may be available when the required declarations, photograph, signature and medical data are present.
What happens after loss or theft?
The driver reports the document and requests a replacement through a government window or the available electronic service.
Does a replacement extend the category validity?
Not necessarily. A replacement normally preserves the existing medical and category expiry dates.
Can a replacement restore a withdrawn entitlement?
No. The electronic driver record controls whether the person may legally drive.
Foreign licences and International Driving Permits
Can an EU or EEA licence be used in Hungary?
Yes. A valid EU or EEA licence is generally recognised while it remains valid.
Must an EU or EEA licence always be exchanged?
No. Exchange is generally optional, although renewal, expiry, loss or certain residence situations can make Hungarian issue necessary.
Can a visitor use a non-EU licence?
Yes, when it is valid and complies with an applicable international convention or is accompanied by the required translation or International Driving Permit.
How long can a resident use a qualifying non-EEA licence?
A qualifying foreign licence can generally be used for up to one year after residence in Hungary begins.
What happens after that period?
The licence must be naturalised or exchanged where possible, or the person must complete the Hungarian licensing process.
Are theory and practical tests always required for naturalisation?
No. The requirement depends on the issuing country, international agreement, licence format and category.
Where is foreign-licence naturalisation handled?
The central government-window system handles the procedure, with certain specialised decisions managed by the central document office.
Must the original foreign licence be surrendered?
Yes, in most exchanges or naturalisations the foreign licence is surrendered or otherwise dealt with under the official procedure.
Does Hungary issue International Driving Permits?
Yes. A holder of a valid Hungarian licence can request the applicable International Driving Permit.
How long can a Hungarian International Driving Permit be valid?
It is valid for no longer than the underlying Hungarian entitlement and generally for a maximum of three years.
Penalty points, alcohol and loss of entitlement
What is the Hungarian penalty-points system?
Final traffic offences can add statutory traffic-history points to the national driver record.
When is a warning sent?
The driver is notified after reaching 13 points.
When is the licence withdrawn?
The driving entitlement is automatically withdrawn when the total reaches 18 points.
How long do individual points remain active?
They expire three years after being imposed.
Can voluntary retraining reduce points?
Yes. Eligible drivers can complete voluntary retraining to reduce the active total, subject to the statutory limits and frequency rules.
What is required after withdrawal at 18 points?
The driver normally loses the entitlement for six months and must complete the required retraining before restoration.
Does paying a fine erase the points?
No. Payment does not immediately remove valid traffic-history points.
What is Hungary’s alcohol limit?
Hungary applies zero tolerance for alcohol while driving.
Can a low alcohol reading still lead to sanctions?
Yes. Administrative or criminal consequences depend on the measured level and circumstances, but no alcohol is permitted.
Can refusing a lawful alcohol or drug test lead to consequences?
Yes. Refusal or obstruction can lead to serious administrative and criminal consequences.
