The driving-licence system in Malaysia
Who issues Malaysian driving licences?
The Road Transport Department Malaysia (JPJ) administers driver licensing, training standards, examinations, renewals and driver records.
Which law provides the main licensing framework?
The principal law is the Road Transport Act 1987, supported by the Motor Vehicles (Driving Licences) Rules and related regulations.
Is a Malaysian driving licence valid nationwide?
Yes. A valid Malaysian licence is recognised throughout Malaysia, subject to its class, conditions and current legal status.
What are the main stages for a new driver?
The usual stages are the driver-education curriculum, Part I theory test, Learner Driving Licence, practical training, Parts II and III tests, Probationary Driving Licence and later Competent Driving Licence.
What is a driving institute?
It is an institute authorised by JPJ to register candidates, provide the prescribed curriculum and practical training and prepare candidates for official examinations.
What is mySIKAP?
It is JPJ’s public online transaction platform for selected licence, vehicle and enforcement services.
What is MyJPJ?
It is JPJ’s official mobile application for checking licence and vehicle information, summonses, demerit points and supported digital services.
Is a digital driving licence available?
Yes. Eligible Malaysian driving-licence information can be displayed through the official MyJPJ system.
Should a driver still carry the physical card?
A driver travelling abroad should carry the physical licence. A physical card is also useful domestically when electronic access or verification is unavailable.
Can one person hold more than one licence class?
Yes. Several authorised vehicle classes can be recorded in the same Malaysian driver record.
Minimum ages and first applications
What is the minimum age for a Class D or DA car licence?
The minimum age is 17 years.

What identification is normally required from a Malaysian citizen?
The original MyKad and the photographs or digital identity information required by JPJ and the driving institute.
Can a foreign national obtain a Malaysian licence?
Yes. A foreign national can apply with a valid passport and the immigration or residence documents required by JPJ.

No. A JPJ or police blacklist can prevent licence issue, renewal or progression.
Can a disqualified person start or continue the process?
No. A suspension, cancellation or court disqualification must be resolved.
Must the candidate decide the vehicle class before LDL issue?
Yes. JPJ requires the class to be selected before the Learner Driving Licence is issued, subject to the limited class-amendment rules.
Does registration at a driving institute itself authorise road driving?
No. The candidate must first pass the required theory test and receive a valid LDL.
Health, disability and application documents
