Driving licence basics in Turkey

Which authority issues driving licences in Turkey?

Driving-licence cards are issued through the General Directorate of Population and Citizenship Affairs, usually called NVI, after the applicant has obtained the required driver certificate and met the application conditions.

Which authority supervises driver training and examinations?

The Ministry of National Education supervises private motor-vehicle driving schools, theoretical examinations and practical driving examinations.

Which authority enforces driving-licence rules on the road?

The police and gendarmerie enforce road-traffic and driving-licence rules, including licence suspensions and penalty-point measures.

Does Turkey use separate licence classes for different vehicles?

Yes. Turkish licences use classes such as M, A1, A2, A, B1, B, BE, C1, C, D1, D, F and G, with additional trailer classes for certain combinations.

Is a car licence automatically a motorcycle licence?

No. A standard B licence does not normally authorise unrestricted motorcycle riding. A motorcycle class or the special B-to-A1 authorisation must apply.

Must the licence class match the vehicle being driven?

Yes. The driver must hold a valid class that covers the vehicle and, where relevant, its trailer combination and transmission restriction.

Are Turkish driving licences time-limited?

Yes. New-format licences are issued with a validity period based on the class. They must be renewed when that period expires.

When did Turkey begin issuing the current new-format licence?

Turkey began issuing the current new-format driving licence on 1 January 2016.

Can a licence contain restriction codes?

Yes. The card and official records may contain harmonised codes covering matters such as corrective lenses, adapted controls, automatic transmission or other medical and technical restrictions.

Can a person hold several licence classes on one card?

Yes. Multiple authorised classes can be recorded on the same licence, each subject to its own entitlement and validity rules.

Is passing a driving-school examination alone enough to drive?

No. Passing the examinations leads to a driver certificate. The applicant must then complete the official licence application and receive a valid driving entitlement.

Should applicants verify procedures before applying?

Yes. Required documents, fees, appointment channels and examination procedures can change, so applicants should check current NVI and Ministry of National Education information.
