What is legally considered a street in Belgium?
A Belgian street is a public road within a built-up area that is wholly or partly surrounded by buildings, provides access to activities along the road and is characterised by shared use by different types of road users.
Is every Belgian public road a street?
No. Public road is the broader concept. Motorways, rural roads and other public roads do not necessarily satisfy the legal definition of a street.
Must a Belgian street be inside a built-up area?
Yes. The current Belgian legal definition specifically describes a street as a public road situated within a built-up area.
Is every road in a Belgian Zone 30 considered a street?
Yes. The current Road Code expressly states that roads situated in a Zone 30 are considered streets.
Are roads in a Belgian woonerf or erf considered streets?
Yes. Roads located within a woonerf or erf are expressly included in the Belgian definition of a street.
Is a Belgian street the same as the roadway?
No. The roadway or rijbaan is only the part of the public road arranged for vehicle traffic in general. A street can also include pavements, cycle paths, verges and parking facilities.
Can a Belgian street have one-way traffic?
Yes. A street can be designated for one-way traffic. The applicable signs may nevertheless allow cyclists, class A moped riders or speed-pedelec riders to travel in the opposite direction where specifically authorised.
Can a Belgian street become a cycle zone?
Yes. One or more streets may form a cycle zone. Within such a zone, the special rules for cycle zones apply in addition to the ordinary rules governing the public road.
What is a Belgian school street?
A school street is a public road near an educational institution where motor vehicles are temporarily prohibited during specified periods by a C3 sign supplemented with the indication 'school street', subject to any stated exceptions.
What is a Belgian play street?
A play street is a public road that is temporarily closed during specified hours using barriers and the prescribed C3 signage so that the special play-street rules apply.
Can pedestrians use the entire width of every Belgian street?
No. On an ordinary street, pedestrians normally use the pavement or other permitted pedestrian facilities. Special rules allowing broader use of the road apply in places such as woonerven, pedestrian zones, play streets and school streets.
Can cyclists ride on the roadway of a Belgian street?
Yes. Where no applicable usable cycle path must be followed, cyclists normally ride on the right-hand side of the roadway according to the Belgian cyclist rules.
Is there one speed limit simply because a road is legally a street?
No. Being classified as a street does not by itself create one universal speed limit. The applicable maximum speed depends on the region, traffic signs and whether the street lies within a special area such as a Zone 30, woonerf, erf or cycle zone.
Why does Belgian law distinguish a street from other roads?
The concept reflects roads where different types of road users share the available space and where buildings and activities directly connect to the road. This distinguishes the street environment from roads designed primarily for through traffic.
