駐車とは、交通状況や直ちに必要な事情による短時間停止ではなく、一定時間車両を静止させておくことです。多くの国では、乗客の乗降や荷物の積み下ろしのための短時間停止と駐車を区別しますが、法的定義は異なります。

What is the difference between parking and stopping?
Parking generally means leaving a vehicle stationary for longer than a brief stop required for passengers, loading or unloading. A vehicle stopped because of traffic lights, congestion, an emergency or another traffic condition is normally not considered parked. The precise legal definitions vary between countries.
