The driving-licence system in the Czech Republic
Who issues Czech driving licences?
Driving entitlements and licence cards are administered by municipal authorities with extended competence, commonly called ORP offices.
Which national authority regulates driving licences?
The Ministry of Transport of the Czech Republic establishes the national rules for driver training, examinations, licence categories and driver records.
Is a Czech licence valid throughout the country?
Yes. A valid Czech driving licence is recognised throughout the Czech Republic, subject to its categories, restrictions and current legal status.
Is a Czech licence recognised elsewhere in the European Union?
Yes. A valid Czech EU-format licence is generally recognised throughout the EU and European Economic Area.
What is the Transport Portal?
The Portál dopravy is the official online service for driver records, licence applications, points information and selected vehicle and transport services.
What is the driver register?
The driver register records driving entitlements, licence cards, restrictions, mentors, penalty points, disqualifications and related administrative information.
Can one person hold two EU driving licences?
No. EU rules generally allow only one valid driving licence issued by an EU or EEA state at a time.
Must a Czech driver carry the physical licence while driving in the Czech Republic?
No. Since 1 January 2024, a driver does not need to carry the Czech driving licence while driving domestically, provided the licence is valid and the police can verify it electronically.
Must the licence be carried when driving abroad?
Yes. A driver should carry the physical licence when travelling outside the Czech Republic because foreign authorities may require the document.
Do application fees and service procedures differ?
The legal requirements are national, but office appointments, local service arrangements and optional expedited or delivery charges can differ.
Eligibility and first applications
What is the normal minimum age for category B?
The normal minimum age for category B is 18 years.
Can category B be obtained at age 17?
Yes. Under the L17 system, an eligible applicant can pass the ordinary training and examinations and receive category B from age 17 with legal-representative consent.
Can a 17-year-old drive category B alone?
No. Until turning 18, the driver may operate a category B vehicle only with a registered mentor seated beside the driver.
How early can category B training begin?
Driving-school training may begin before the minimum licensing age within the period permitted by Czech law, allowing an L17 applicant to prepare before the seventeenth birthday.
When can the L17 examination be taken?
The final professional-competence examination cannot be completed before the applicant reaches age 17.
What is the minimum age for category AM?
The minimum age is 15.
What is the minimum age for category A1?
The minimum age is 16.
What is the minimum age for categories A2 and C1?
The standard minimum age is 18.
What habitual-residence condition applies?
An applicant must normally have habitual residence in the Czech Republic or satisfy the relevant study-based residence rule.
What does habitual residence normally mean?
It generally means living in the Czech Republic for at least 185 days in a calendar year because of personal and occupational ties.
Can a foreign resident apply for a Czech licence?
Yes. A foreign resident who satisfies habitual-residence, identity, medical, training and examination requirements can apply.
What can prevent a licence being granted?
A licence cannot be granted where the person is disqualified, lacks medical or professional competence, has an incompatible EU licence status or fails another statutory condition.
Medical fitness and eyesight
Is a medical examination required before training?
Yes. An applicant must obtain a medical assessment confirming fitness for the requested driving category.
Who normally issues the medical assessment?
It is normally issued by the applicant’s registering general practitioner or another doctor authorised under the applicable health rules.
How recent must the assessment be for a first application?
The medical assessment used for the application and driving-school process must meet the current statutory age and validity requirements; current guidance generally requires it to be no older than three months when submitted.
Can the medical assessment be electronic?
Yes. From 2026, eligible applicants can use an electronic medical assessment recorded in the national health and driver systems.
Is eyesight assessed?
Yes. The doctor assesses vision and can require a specialist eye examination where necessary.
Can glasses or contact lenses be required?
Yes. A harmonised restriction code is entered on the licence when corrective lenses are required.
Can a licence require an adapted vehicle?
Yes. Harmonised codes can require hand controls, an automatic transmission, modified controls or another adaptation.
Does a medical condition automatically prevent licensing?
No. The doctor assesses the individual condition and may find the person fit, fit with conditions or medically unfit.
When do ordinary older drivers need periodic medical checks?
From 1 January 2026, the first age-based medical check is required at 70, followed by a check every two years.
Can the doctor require an earlier review?
Yes. The doctor can shorten the medical-validity period or request specialist reports when the driver’s health requires closer monitoring.
Driving-school education and training
Is driving-school training compulsory?
Yes. A first-time category B applicant must complete the prescribed education and practical training through an authorised driving school.
What does theory instruction cover?
It covers road-traffic law, signs, safe and defensive driving, vehicle operation, collision duties, first aid and related responsibilities.
What does practical training cover?
It includes vehicle controls, manoeuvres, urban and rural driving, intersections, higher-speed roads, hazard response and environmentally responsible driving.
Must training use an approved vehicle?
Yes. Practical training is conducted in a properly marked and equipped training vehicle that satisfies the category requirements.
Who may provide practical instruction?
An authorised driving instructor with the appropriate professional qualification provides the instruction.
Can a learner practise privately on public roads outside driving school?
No general private learner-permit system exists. Public-road practice before licensing must take place under the authorised driving-school framework.
Must a medical assessment be shown to the driving school?
Yes. The school must have evidence that the applicant is medically fit before providing the relevant practical training.
Can the course be taken in another language?
A driving school may provide instruction in another language, but official examination and interpretation arrangements are controlled by law and the examining authority.
Can training be transferred to another driving school?
Yes. The applicant can normally transfer with documentation of completed instruction and training.
Does course completion itself grant driving privileges?
No. The applicant must pass every required part of the official examination and then obtain the driving entitlement.
Are motorcycle and heavy-vehicle courses different?
Yes. Each category has its own curriculum, vehicle requirements, training scope and examination elements.
Can additional lessons be taken after course completion?
Yes. Extra theory or driving lessons can be arranged before an examination or retest.
Theory and practical examinations
Who conducts the official examination?
The competent authority conducts it through an appointed driving-test examiner.
What parts make up the category B examination?
It consists of a computer theory test and a practical driving examination.
How many questions are in the theory test?
The test contains 25 randomly selected questions.
How long is allowed for the theory test?
The normal examination time is 30 minutes.
What is the maximum theory score?
The maximum is 50 points.
What score is required to pass?
At least 43 points are required.
What subjects are included in the question bank?
They include traffic rules, signs, safe driving, vehicle conditions, collision situations and first-aid knowledge.
Are the official test questions public?
Yes. The Ministry of Transport publishes the official question material and provides the eTesty practice system.
Can a candidate continue to the practical test after failing theory?
No. A failed theory test prevents continuation to the later examination part on that occasion.
What does the practical test assess?
It assesses vehicle preparation, control, observation, compliance with rules, safe positioning, manoeuvres and behaviour in real traffic.
Are heavy-category applicants tested on vehicle maintenance?
Yes. Categories C and D include an additional examination of vehicle control and maintenance knowledge.
Must every examination component be passed?
Yes. Each part is assessed separately and the applicant succeeds only after passing all required parts.
Retests and licence issue
How many times can a failed examination part be repeated?
Each failed part can normally be repeated no more than two times within the same completed driving-school course.
What happens after the permitted retests are exhausted?
The applicant must complete the additional training required by law before further examination attempts.
Must every passed part be repeated after one failure?
Normally only the failed part is repeated while the other result remains valid within the applicable examination period.
Who arranges a retest?
The driving school normally submits or coordinates the applicant for the retest with the competent authority.
Is a retest free?
No. Examination and driving-school charges can apply to each later attempt.
How long is proof of passing valid for the licence application?
The applicant must apply within six months after passing; otherwise the professional-competence examination must be repeated.
Where is the first licence application submitted?
It can be made through an ORP office and, for eligible applicants, through the Transport Portal.
How quickly is the card issued?
The normal administrative option is within 20 days, with a faster five-working-day service available in qualifying cases.
Can the licence be delivered to a collection point?
Eligible online applicants can select an approved collection point or box for an additional delivery charge.
When may the new driver begin driving?
The person may drive only after the driving entitlement has been formally granted and the licence status is valid in the register.
L17 mentors and the trial-driving period
What is an L17 mentor?
It is an experienced category B driver officially registered to supervise a licensed 17-year-old driver until the young driver reaches 18.
How long must a mentor have held category B?
The entitlement must have been granted more than 10 years earlier, and the person must have held it continuously for the preceding five years.
Can a mentor have penalty points?
No. A mentor must have zero recorded points when registered and throughout the mentoring period.
Can a recently disqualified driver be a mentor?
No. The mentor must satisfy the statutory five-year record requirements and must not have a retained licence or current disqualification.
How many mentors may be registered for one L17 driver?
Up to four mentors may be registered at one time.
Must the mentor sit beside the driver?
Yes. The mentor must sit in the front passenger seat, monitor traffic and the young driver and remain able to advise effectively.
May the mentor consume alcohol or drugs?
No. The mentor must not be under the influence and may be required to undergo alcohol or drug testing.
What happens if the mentor later receives penalty points?
The mentor ceases to satisfy the conditions and the registration is cancelled.
What is the trial-driving period?
Every person receiving a first driving entitlement is subject to a special two-year beginning-driver period.
What triggers mandatory remedial measures during this period?
A final offence or crime carrying six points, or another qualifying serious event, triggers an official requirement for a traffic-psychology interview and beginning-driver training.
How long does the driver have to complete the measures?
Both measures and the supporting certificates must be completed and submitted within three months after delivery of the official notice.
What happens if the driver does not comply?
The driving entitlement is lost after the deadline and can be restored only after the required measures and any additional legal conditions are satisfied.

D1 covers smaller passenger vehicles within its seating and length limits; D covers buses with more than eight passenger seats.
What does category T cover?
It covers tractors and self-propelled work machines within the Czech national category.
Commercial and professional driving
Is the correct heavy-vehicle category enough for professional driving?
Not always. Many professional goods and passenger drivers also need a valid professional-competence qualification.
Which categories commonly require professional competence?
It generally applies to professional use of C1, C1+E, C, C+E, D1, D1+E, D and D+E vehicles, subject to statutory exemptions.
How is professional competence shown?
It is recorded in the driving licence, normally through harmonised code 95, or in another recognised qualification document.
Is initial professional training required?
Yes for drivers who are not exempt. The required course and examination depend on age, vehicle category and intended work.
Is periodic training required?
Yes. Professional drivers normally complete 35 hours of periodic training during each five-year cycle.
How long is the professional-competence record valid?
It is normally valid for five years.
Do professional drivers need regular medical examinations?
Yes. Occupational and heavy-category drivers are subject to more frequent medical controls than ordinary private drivers.
Can a younger driver obtain a heavy professional category?
Special reduced minimum ages may apply after the required initial professional training; otherwise the standard licence-category age applies.
Are taxi requirements determined only by the driving licence?
No. Taxi driving also involves sector, vehicle, operator and local legal requirements.
Can a foreign professional qualification be recognised?
EU and EEA professional qualifications can be recognised under the applicable rules, while third-country qualifications require individual assessment.
Validity, renewal and replacement
How long is an ordinary category B licence card valid?
A card covering AM, A1, A2, A, B1, B, B+E or T is normally valid for 10 years.
How long is a licence containing C or D categories valid?
A card containing C1, C, D1, D or their trailer categories is normally valid for five years.
When can renewal be requested?
An application can normally be submitted during the 90 days before expiry.
Is renewal because of ordinary expiry free?
The standard renewal process for an expiring licence is generally free, while expedited processing or optional delivery can involve a fee.
Can renewal be requested online?
Yes. Eligible drivers can apply through the Transport Portal.
What happens after loss or theft?
The driver should report the event and request a replacement through an ORP office or the available online procedure.
Does a replacement extend the original validity?
A replacement for loss, theft or damage normally preserves the existing entitlement and relevant validity rather than creating a new unrestricted period.
Must a surname change be reported?
Yes. A new licence must be requested within the statutory period, generally five working days after the relevant personal-data change.
Does an expired card automatically cancel the underlying entitlement?
The physical card becomes invalid. The driver must not rely on it and should renew before driving, even though the legal concepts of card validity and entitlement are distinct.
Can a suspended driver obtain a replacement and drive?
No. A replacement card cannot defeat a suspension, disqualification, retained licence or loss of entitlement recorded in the register.
Foreign licences and international permits
Can an EU or EEA licence be used in the Czech Republic?
Yes. A valid EU or EEA driving licence is generally recognised without immediate exchange.
Must an EU licence be exchanged after moving to the Czech Republic?
Exchange is generally optional while the licence remains valid, although it becomes necessary in situations such as expiry, loss, damage or certain administrative changes.
Can a non-EU licence be used?
A valid non-EU licence is recognised when it complies with the Vienna or Geneva road-traffic conventions and the holder satisfies the residence and use conditions.
When must a resident exchange a qualifying non-EU licence?
A person with permanent or long-term residence must normally apply for exchange within three months after the relevant residence status begins.
What if a foreign licence does not comply with the conventions?
The holder may need to pass the Czech professional-competence examination before a Czech licence can be issued.
Is a certified translation required?
A translation may be required where the foreign document is not sufficiently clear, is not in an accepted language or cannot be verified directly.
Must the foreign licence be surrendered during exchange?
Yes. The original is normally surrendered and handled according to the exchange procedure.
Does the Czech Republic issue International Driving Permits?
Yes. It issues permits under both the 1949 Geneva Convention and the 1968 Vienna Convention.
How long are the two international permits valid?
The Geneva-format permit is valid for up to one year, while the Vienna-format permit is valid for up to three years, but neither can outlast the Czech licence.
Does an International Driving Permit replace the Czech licence?
No. It must be carried together with the valid Czech national licence and is not intended for ordinary domestic use.
Penalty points, alcohol and loss of entitlement
How many points cause loss of driving entitlement?
A driver who reaches 12 points loses the right to drive after the statutory notice and procedure.
How many point levels are used for individual offences?
The current simplified system generally assigns two, four or six points depending on seriousness.
Can points be checked online?
Yes. Drivers can view their point balance free through the Transport Portal or obtain an official extract through Czech POINT or a driver-register office.
Can points be reduced through safe-driving training?
An eligible driver can have four points deducted after completing an approved safe-driving course, subject to the statutory record conditions.
Do points disappear automatically?
Four points are deducted after each qualifying 12-month offence-free period, with further deductions possible after longer qualifying periods.
What is the alcohol limit?
The Czech Republic applies zero tolerance; drivers must not drive after consuming alcohol.
Can police require a breath or drug test?
Yes. A driver must comply with a lawful request for alcohol or drug testing.
Can refusal lead to a driving ban?
Yes. Refusal is a serious offence carrying a substantial fine, penalty points and a driving prohibition.
What is required after reaching 12 points?
The driver must stop driving and later apply for restoration after the statutory period, proving professional and medical fitness and satisfying any additional requirements.
Can a long disqualification require psychological assessment?
Yes. Restoration after a court ban or an administrative ban of at least six months commonly requires a traffic-psychology assessment, alongside any examination and medical requirements.
