The driving-licence system in India

Who issues driving licences in India?

Driving licences are issued by the licensing authorities appointed by the states and Union Territories, commonly operating through Regional Transport Offices or RTOs.

Which national authority establishes the main rules?

The Ministry of Road Transport and Highways (MoRTH) administers the Motor Vehicles Act and the Central Motor Vehicles Rules.

What is Sarathi?

Sarathi Parivahan is the national online platform used by states and Union Territories for learner licences, driving licences, appointments, payments and related services.

Is every licensing service identical across India?

No. The central law establishes the main standards, while states and Union Territories control local appointments, language options, fees, test facilities and administrative implementation.

Is an Indian driving licence valid nationwide?

Yes. A learner licence or driving licence issued under the Motor Vehicles Act is effective throughout India.

What is the National Register of Driving Licences?

It is the national system containing unique driving-licence numbers and licensing information transmitted by state and Union Territory authorities.

Can one person hold several separate Indian driving licences?

No. A person may not hold more than one active driving licence, although several vehicle classes can be recorded on the same licence.

Can a licence issued in one state be renewed in another?

Yes. The law permits renewal by another licensing authority, which must notify the original issuing authority.

Are digital driving documents recognised?

Yes. Official driving-licence records displayed through DigiLocker or mParivahan are accepted in the same manner as the physical document for domestic enforcement.

Where should an applicant confirm local details?

The applicant should select the relevant state or Union Territory on Sarathi and follow the official RTO or transport-department instructions.

No general minimum educational qualification remains in the central Act, although the applicant must complete the required training and tests.

Can an applicant apply in a state where a driving school is located?

Yes. The Act permits an application through a licensing authority in the state where the applicant resides, carries on business or receives instruction from a recognised driving school.

Can a foreign national obtain an Indian driving licence?

Yes. The person must prove lawful presence, identity, address and eligibility and complete the applicable learner and driving tests.

Can a person obtain a licence while disqualified?

No. A current court or licensing-authority disqualification prevents the grant of a learner licence or driving licence.

Can a licence be refused because of fraudulent information?

Yes. Fraud, misrepresentation or impersonation can cause refusal, revocation and criminal consequences.

Can an applicant appeal a refusal or revocation?

Yes. An appeal may generally be filed with the prescribed authority within 30 days after receiving the decision.

Yes. A person may be medically fit for a private light vehicle but not for a transport, heavy or hazardous-goods vehicle.

What does the learner test assess?
