The driving-licence system in the Netherlands

Who issues Dutch driving licences?

Dutch driving licences are issued by the municipality where the applicant is registered, using the national driver records managed by the RDW.

Which authority conducts driving examinations?

The Central Office for Motor Vehicle Driver Testing (CBR) conducts theory examinations, practical examinations and medical fitness assessments.

What does the RDW do?

The RDW manages the national driving-licence register, card production, online renewal, foreign-licence exchange and the 2toDrive companion card.

Is a Dutch licence valid throughout the Netherlands?

Yes. A valid Dutch licence is recognised throughout the Netherlands, subject to its categories, conditions and current legal status.

Is a Dutch licence recognised elsewhere in Europe?

Yes. A valid Dutch EU-format licence is generally recognised throughout the European Union and European Economic Area.

Can one person hold two EU driving licences?

No. EU rules generally permit only one valid EU or EEA driving licence at a time.

Can a Dutch licence be used as identification?

Yes. A valid Dutch driving licence is widely accepted as official identification within the Netherlands, although it is not a travel document.

Can licence details be viewed online?

Yes. Drivers can view their driving-licence and personal data through Mijn RDW.

Can a licence be renewed online?

Yes. Eligible drivers can complete online renewal through the RDW and collect the new card from their municipality.

Do driving-school prices differ?

Yes. CBR fees are nationally set, while lesson prices, vehicle use, administration and package costs vary between driving schools.

Minimum ages and first applications

What is the minimum age for the category B theory examination?

The minimum age is 16 years.

When can category B driving lessons begin?

Driving lessons can begin from age 16 years and 6 months.

When can the category B practical examination be taken?

The practical examination can be taken from age 17.

Can a 17-year-old drive alone after passing?

No. Until the eighteenth birthday, the driver may drive only with a registered coach under 2toDrive.

Can an 18-year-old drive alone immediately after receiving category B?

Yes, provided the category is valid and shown in the official driver record.

Where is the first licence requested after passing?

At the municipality where the applicant is registered in the Personal Records Database.

What identification is normally required?

A valid passport or identity card and a compliant colour passport photograph are normally required.

Can a foreign resident obtain a Dutch licence through examinations?

Yes. A lawfully resident applicant registered in the Netherlands can follow the CBR examination route.

Can a person apply while disqualified from driving?

No. A current disqualification, invalid declaration or incompatible foreign-licence status must be resolved.

Must the applicant complete a Health Declaration?

Yes. A category B applicant completes the CBR Health Declaration during the learning process.

Must both theory and practical examinations be passed?

Yes. The theory result must still be valid when the practical examination is passed.

When may the newly passed driver begin driving?

Only after the municipality has issued the licence or the category is otherwise valid in the official record; a CBR pass result alone is not a driving licence.

Health, medical fitness and disability

What is the Health Declaration?

It is the CBR questionnaire used to assess whether the applicant is medically fit to drive.

Who completes the Health Declaration?

The applicant must complete it personally because it concerns confidential health information.

Can the CBR request medical reports?

Yes. Depending on the answers, the CBR can request reports from one or more doctors or specialists.

Can the CBR require a driving test for medical fitness?

Yes. A practical fitness-to-drive test may be required in addition to medical reports.

Is eyesight assessed?

Yes. Vision can be assessed by the CBR, an optometrist, ophthalmologist or another authorised professional.

Can glasses or contact lenses be required?

Yes. A harmonised restriction code is recorded when corrective lenses must be used.

Can a licence require an adapted vehicle?

Yes. Codes can require hand controls, an automatic transmission, special mirrors or another adaptation.

Does a disability automatically prevent licensing?

No. Fitness is assessed individually and the person may qualify with restrictions or vehicle adaptations.

Can medical fitness shorten licence validity?

Yes. The CBR may issue a Declaration of Fitness for a shorter period such as one, three or five years.

Can later medical changes require a new assessment?

Yes. A driver who doubts whether it remains safe to drive should consult the CBR guidance and may need a new Health Declaration.

2toDrive and accompanied driving at age 17

What is 2toDrive?

It is the Dutch accompanied-driving scheme that allows a 17-year-old who has passed category B to gain experience with registered coaches.

What is a companion card?

The begeleiderspas records the coaches approved to accompany the young driver.

When should the companion card be requested?

It should be requested before the young driver applies for the first physical driving licence.

Can several coaches be registered?

Yes. Multiple eligible coaches can be registered on the companion card through the RDW procedure.

How old must an ordinary coach be?

At least 27 years old.

How long must the coach have held category B?

At least five years with a valid Dutch or qualifying EU or EFTA category B licence.

Can a qualified driving instructor be a younger coach?

Yes. A coach with a valid WRM instructor card may be at least 23 and normally needs at least one year of category B experience.

Must the coach be registered in the Netherlands?

Yes. The ordinary coach must be registered in the Dutch Personal Records Database.

Can a coach have recent serious driving sanctions?

No. The coach must satisfy the RDW record requirements concerning disqualification, alcohol programmes and other specified measures.

Where must the coach sit?

In the front passenger seat, sober and capable of advising the young driver.

Must the 17-year-old carry both documents?

Yes. The driver must carry the valid driving licence and companion card while driving before age 18.

What changes on the eighteenth birthday?

The driver may drive without a coach and no longer needs to use the companion card.

The category B theory examination

How many scored questions are in the current category B theory test?

There are 50 scored questions.

Are there unscored test questions?

Yes. The examination also contains two test questions that do not count toward the result.

How many scored questions must be answered correctly?

At least 44 out of 50.

How long does the standard examination last?

The standard examination lasts 30 minutes.

What changed on 7 April 2025?

The former separate sections were replaced by one integrated category B theory examination with one overall result.

What does the examination assess?

Hazard recognition, traffic rules and practical traffic insight.

Can the ordinary category B theory examination be taken in English?

Yes. The CBR offers a standard English-language car theory examination.

Can extra time be requested?

Yes. Eligible candidates can book an examination with additional time.

Is an individually assisted examination available?

Yes. A CBR employee can read the questions aloud in a separate room while the candidate selects the answers.

Can an interpreter be used?

Yes, under the CBR interpreter procedure; the candidate normally arranges and pays for the interpreter.

How long is a passed category B theory result valid?

It is normally valid for 18 months.

What happens after failure?

The candidate can reserve another examination and pay the applicable fee; there is no general statutory attempt limit.

Driving lessons, interim tests and the practical examination

Is a fixed number of driving lessons required by law?

No. The Netherlands does not prescribe one compulsory minimum for ordinary category B lessons.

Who may provide paid driving instruction?

An instructor holding a valid WRM instructor qualification.

Can a learner practise privately on public roads before passing?

No. The person must drive through authorised instruction until a valid category B licence has been issued.

Who books the practical examination?

Normally the driving school books it after the candidate authorises the school through Mijn CBR.

How long does the standard practical examination last?

The total appointment lasts about 55 minutes.

How long is the examination drive?

The candidate drives for at least 35 minutes.

What does the examiner assess?

Independent driving, observation, vehicle control, priority, speed, positioning, environmental driving and interaction with other road users.

Can the test include navigation?

Yes. Part of the route can be driven independently using a navigation system or destination instructions.

Can a serious error cause immediate failure?

Yes. Dangerous conduct, examiner intervention or a major traffic-rule violation can result in failure.

What is the interim driving test?

The tussentijdse toets is a trial examination used to practise the examination situation and receive feedback.

Can the interim test provide an exemption?

A satisfactory manoeuvre result can provide an exemption from the special manoeuvres during the later practical examination, subject to CBR rules.

What is the fear-of-failure examination?

A longer examination with extra time, a specially trained examiner and the possibility of a time-out.

What happens after four failed practical examinations within five years?

The next attempt is a special examination conducted by the CBR’s specialised examination team.

What restriction follows passing in an automatic car?

Code 78 restricts the holder to vehicles without a manual clutch until the restriction is removed through a manual-car test.

The beginner’s licence and point systems

What is the beginner’s licence?

It is an ordinary driving licence combined with a special penalty system for serious offences committed by new drivers.

How long does beginner status normally last?

Normally five years.

When does a seven-year beginner period apply?

For a person whose first driving entitlement is obtained before age 18, such as AM or T, under the statutory rules.

What offences can create beginner penalty points?

Specified serious offences personally observed by police, such as dangerous following, serious speeding, collisions and other listed conduct.

What happens after two beginner penalty points?

The police notify the CBR, which can suspend the licence and require an investigation of driving ability.

Is the beginner-point system the same as the alcohol points system?

No. The beginner system covers specified serious traffic offences, while the separate points licence applies to alcohol-related convictions.

Does the points licence apply only to beginners?

No. It applies to all drivers.

How can alcohol points lead to loss of the licence?

Two qualifying alcohol convictions within five years, with the second exceeding the statutory threshold, can invalidate the licence by law.

Can a driving licence also be declared invalid by the CBR?

Yes. Failure to cooperate with an imposed course or fitness investigation can cause the CBR to declare it invalid.

Does obtaining a replacement card remove penalty points?

No. Points and measures are linked to the driver record, not the plastic card.

Driving-licence categories

What does category AM cover?

Mopeds, scooters, speed-pedelecs and light quadricycles within the statutory category limits.

What is the minimum age for AM?

Theory can be taken from 15 years and 6 months, and practical lessons and the practical test from age 16.

What does category A1 cover?

Light motorcycles up to 125 cm³, 11 kW and the prescribed power-to-weight limit.

What does category A2 cover?

Motorcycles up to 35 kW with the prescribed power-to-weight conditions.

What does category A cover?

Unrestricted motorcycles under the direct-access or progressive-access age and experience rules.

What does category B cover?

Vehicles up to 3,500 kg with no more than eight passenger seats in addition to the driver.

What trailer can category B tow?

A trailer up to 750 kg, or a heavier trailer where the total authorised combination mass does not exceed 3,500 kg.

What does B with code 96 cover?

A category B combination above 3,500 kg but not exceeding 4,250 kg.

What does category BE cover?

A category B towing vehicle with a trailer within the category BE limits and the vehicle’s technical limits.

What does category T cover?

Agricultural and forestry tractors and mobile machines driven on public roads.

Heavy vehicles, professional drivers and Code 95

What do categories C1 and C cover?

C1 covers medium goods vehicles above 3,500 kg and up to 7,500 kg; C covers heavier goods vehicles.

What do categories D1 and D cover?

D1 covers smaller buses within its passenger and length limits; D covers larger buses.

Are C and D categories valid as long as category B?

No. Heavy-vehicle and bus categories normally have shorter validity and medical-renewal periods.

What is Code 95?

The EU professional-competence code required for many professional lorry and bus drivers.

Is initial professional qualification required?

Yes, unless the driver has an acquired right or statutory exemption.

Is periodic training required?

Yes. Professional drivers normally complete 35 hours of periodic training every five years.

Must practical training form part of the 35 hours?

At least part of the periodic programme must consist of practical training under the current Code 95 rules.

Is a Health Declaration required to renew C or D?

Yes. The CBR must issue a valid Declaration of Fitness.

Can Code 95 be extended without changing the C or D expiry date?

A replacement card can add the renewed Code 95 while preserving the existing category end date.

Does Code 95 replace the correct vehicle category?

No. The driver must hold both the appropriate C or D entitlement and Code 95.

Validity, renewal, loss and replacement

How long is an ordinary category B licence normally valid?

Normally 10 years, unless age or medical fitness produces a shorter period.

What validity applies when a driver is aged 65 to under 70 at renewal?

The licence is normally valid until the seventy-fifth birthday.

What validity applies from age 70 to under 75?

A maximum of five years.

What applies when the licence expires on or after the seventy-fifth birthday?

The driver must complete a Health Declaration and medical assessment; the new licence is normally valid for up to five years.

Is there a maximum age for driving a car?

No. Continued entitlement depends on medical fitness.

When should a 75-plus renewal be started?

The government advises beginning approximately four months before expiry.

Can a licence be renewed online?

Yes. Eligible drivers can use an RDW-approved photographer and complete online renewal.

How quickly is an online-renewed licence normally ready?

The RDW states that it is normally ready for collection from the municipality after two working days.

What happens after loss or theft?

The holder reports the licence lost through the RDW or municipality and requests a replacement.

Can a driver use an expired licence while waiting for renewal?

No. The person must not drive until a valid new licence is available.

Foreign licences and International Driving Permits

Can an EU, EEA or Swiss licence be used in the Netherlands?

Yes. A valid licence is generally recognised, subject to the Dutch residence and document-validity rules.

Must an EU or EEA licence always be exchanged?

No. It can often be used until the applicable Dutch recognition period ends, after which exchange is required.

How long can a non-EU or non-EEA licence normally be used after moving to the Netherlands?

For 185 days after becoming resident.

What happens after 185 days?

The resident needs a Dutch licence to continue driving.

Can every foreign licence be exchanged?

No. Exchange is limited to designated countries, EU or EEA licences, qualifying former Dutch licence holders and certain tax-benefit cases.

What is the 30% ruling exchange route?

A person qualifying for the relevant Dutch expatriate tax facility may be able to exchange a valid foreign licence under the RDW conditions.

What happens when exchange is not possible?

The resident must pass the Dutch CBR theory and practical examinations.

Must the foreign licence be surrendered during exchange?

Yes. The municipality sends it to the RDW and it is normally returned to the issuing authority.

Does the Netherlands issue International Driving Permits?

Yes. Eligible Dutch licence holders can obtain the relevant permit through the authorised Dutch motoring organisation.

Does an International Driving Permit replace the Dutch licence?

No. It must be carried together with the valid physical Dutch driving licence.

Alcohol, unsafe behaviour and CBR measures

What alcohol limit applies to experienced drivers?

A blood-alcohol concentration of 0.5‰, corresponding to 220 micrograms per litre of breath.

What lower limit applies to beginning drivers?

0.2‰ blood alcohol or 88 micrograms per litre of breath.

How long does the lower alcohol limit apply?

Generally during the first five years, or seven years when the first licence was obtained before age 18 under the applicable rule.

Can drug-impaired driving lead to licence measures?

Yes. It can lead to criminal penalties, a driving ban and CBR fitness measures.

What is an EMA course?

An educational measure concerning alcohol and traffic imposed by the CBR in qualifying alcohol cases.

What is an EMG course?

An educational measure concerning behaviour and traffic, imposed after specified dangerous or antisocial driving.

Can a driver continue driving during an EMG?

Normally yes while the licence remains valid, but failure to cooperate or pay causes the CBR to declare it invalid.

Can the CBR order a fitness investigation?

Yes. Police reports involving alcohol, drugs, medical concerns or unsafe behaviour can lead to an investigation.

Can the CBR order a driving-skills investigation?

Yes. Serious driving behaviour or repeated offences can trigger an assessment of driving competence.

Can a court disqualify a driver independently of CBR action?

Yes. Criminal disqualification and CBR administrative measures can operate separately.
