The driving-licence system in Finland
Who issues driving licences in mainland Finland?
The Finnish Transport and Communications Agency Traficom grants driving-licence permits and issues driving licences.
What is Ajovarma?
Ajovarma is Traficom’s service provider for driving-licence applications, theory tests, handling tests and driving tests.
Does this FAQ cover Åland?
No. Åland has its own driving-licence register and licensing administration. This FAQ concerns mainland Finland.
Is a Finnish licence valid throughout mainland Finland?
Yes. A valid Finnish licence is recognised throughout mainland Finland, subject to its categories, special conditions and current legal status.
Is a Finnish licence recognised elsewhere in the European Union?
Yes. A valid Finnish EU-format licence is generally recognised throughout the EU and European Economic Area.
What is Traficom My e-Services?
It is the official online service for driving-licence permits, renewals, replacement cards, driver information and related transport services.
What is a driving-licence extract?
It is an official record showing the holder’s driving entitlement, categories, validity, permits and relevant measures or traffic violations.

No. EU rules generally permit only one valid EU or EEA driving licence at a time.
What residence condition applies?
The applicant must normally reside permanently in Finland or have studied in Finland for more than six months.
Do driving-school and application costs differ?
Yes. Traficom and Ajovarma fees are official, while driving-school, vehicle and optional lesson costs vary by provider.
Eligibility and the driving-licence permit
What is the normal minimum age for category B?
The normal minimum age for category B is 18 years.
Can a 17-year-old receive category B?
Yes, but only with an age exception permit or through qualifying vocational driver training.
When can a category B driving-licence permit be applied for?
The permit may be applied for from age 16.
How long is a first driving-licence permit valid?
It is valid for three years.
Why is the driving-licence permit needed?
A valid permit is required before the applicant can complete the official theory and driving tests.
Where can the permit application be submitted?
It can be submitted through Traficom My e-Services when the electronic conditions are met or at an Ajovarma service point.
What identification is normally required?
The applicant must prove identity with an accepted passport, identity card, driving licence or other authorised document.
Are passport photographs always required?
No. Traficom may use an existing official photograph and signature when the applicant gives permission and the image remains suitable.
Can a foreign resident apply for a Finnish licence?
Yes. The person must satisfy the residence or study condition, identity, age, health, training and examination requirements.
Can a person apply while subject to a driving ban?
No. A driving ban in Finland or another EU or EEA state prevents the permit or examination process.
Must a first applicant already hold another licence?
No. The first-licence service is specifically for a person who has not previously received a licence in Finland or abroad.
What happens after passing the driving test?
The applicant receives a driving-examination certificate and the physical licence is normally posted to the home address within about two weeks.
Fitness to drive and medical requirements
Must every first category B applicant visit a doctor?
Not always. A group 1 applicant may make a health declaration if the electronic service permits it and no relevant illness or condition exists.
When is a medical certificate required for a first category B permit?
It is required when the applicant has an illness, disability or condition that may affect fitness to drive or cannot use the self-declaration route.
How long is a medical certificate valid for the application?
The accepted F122 fitness-to-drive report is normally valid for six months.
Is eyesight assessed?
Yes. The group 1 medical standards include visual acuity and other vision requirements.
Can glasses or contact lenses be required?
Yes. Special condition 01 or a more specific harmonised code may require corrective lenses while driving.
Can hearing or mobility conditions affect licensing?
Yes. The doctor assesses whether the condition permits safe driving, possibly with restrictions or vehicle adaptations.
Does a medical condition automatically prevent licensing?
No. The person may be found fit, fit with conditions, fit for a shorter period or unfit, depending on the individual circumstances.
Can a doctor notify the police of later loss of fitness?
Yes. Doctors have reporting duties when a driver no longer meets the medical requirements for a prolonged period.
Are medical standards stricter for group 2?
Yes. Lorry and bus categories have stricter medical requirements and more frequent reporting obligations.
Can a licence include an alcohol-interlock condition for health reasons?
Yes. Alcohol-interlock-controlled driving rights may be granted in specified cases involving continuous alcohol abuse.
Category B training and instruction permits
What is EAS training?
The Training for candidates for first driving licences is the compulsory four-lesson theory course for a person obtaining a first driving licence.

How many unrelated learners may one instructor teach?
A permit holder may instruct up to three learners who are not close relatives within a three-year period.
Can an instruction-permit holder provide EAS or risk-recognition training?
No. Those courses must be provided by a driving school or another specifically approved training provider.

The applicant studies further and books a new theory test; there is no automatic same-session retest.
What is the penalty for cheating in the theory test?

How is the test structured?
It has an initial discussion, independent driving in traffic and a final feedback discussion.
How much time is reserved for the complete appointment?
A total of 60 minutes is reserved.
What does the examiner assess?
The examiner assesses independent vehicle control, observation, speed choice, interaction, risk management and safe decision-making.
Must different road environments be used?
Yes. The test makes varied use of the available traffic environment, speed zones and traffic densities.
Can an unsafe vehicle be rejected?
Yes. The vehicle must satisfy the registration, insurance, technical and examination-equipment requirements.

No. The exception permit cannot be granted if the young person is or has previously been subject to a driving ban.
What night-time restriction applies?
A 17-year-old’s category B entitlement is not valid between 00:00 and 05:00.
What happens if a 17-year-old drives during the prohibited hours?

Can the person who supplied the vehicle also be penalised?
Yes. A guardian or another person who allowed the prohibited use may also receive a fine.
Is an underage-driver sign currently required?
Not on 4 August 2026. The identification sign becomes mandatory on 1 October 2026.
