El codigo de circulación ucraniano obliga a rueda de repuesto?

Driving on an M class road in Ukraine, is it legal to remain in the overtaking lane (left or outer lane) of a dual carriageway? Is it not required to return to the inner lane (right hand lane) on a Motorway or M class road where there are two lanes in each direction and a median between these?
