1. Minimum speed

A minimum speed is the lowest speed that vehicles are required to maintain on a particular road or under specified conditions. Minimum-speed rules are intended to prevent vehicles travelling unnecessarily slowly from disrupting traffic or creating large speed differences between road users.

A minimum speed does not require drivers to maintain that speed when traffic, weather, visibility, road conditions or safety require them to slow down. The way minimum speeds are indicated and enforced varies between countries.

Can an Italian road have a signed minimum speed?

Yes. Within the legal framework, the road authority may establish minimum and maximum speeds for a road or section and indicate them with the appropriate signs. A motorway maximum alone does not establish the same number as a minimum.

Does Italy apply one numerical minimum to every motorway lane?

Do not assume one figure applies everywhere. Minimum speeds can be established for particular roads or sections. Read the actual restrictions, including their scope, rather than treating a motorway’s maximum as a compulsory cruising speed.

May I ignore an Italian hazard to maintain a minimum speed?

No. Drivers must retain control and adapt speed to the road, traffic, visibility and other circumstances. Slow or stop where needed to avoid danger; a speed requirement does not remove those duties.
