41. Disabled parking

Disabled parking refers to parking spaces and parking privileges reserved for people with disabilities who meet the applicable eligibility requirements. Reserved spaces are normally identified by the international wheelchair symbol and are positioned to provide easier access to nearby facilities.

Use of a disabled parking space generally requires a valid disabled parking permit or card. The permit normally belongs to the eligible person rather than to a particular vehicle and may only be used when that person is driving or travelling in the vehicle.

Who may use a disabled parking space?

Disabled parking spaces are intended for eligible people who hold a valid disabled parking permit or card. The exact eligibility requirements and permit system depend on the country.

Can someone use a disabled parking permit when the holder is not present?

Generally no. Disabled parking permits are normally personal and may only be used when the permit holder is driving or travelling in the vehicle.

Does a disabled parking permit always provide free parking?

No. A permit may provide access to reserved spaces or exemptions from certain parking restrictions, but rules concerning parking charges and time limits vary between countries and local authorities.
