駐車とは、交通状況や直ちに必要な事情による短時間停止ではなく、一定時間車両を静止させておくことです。多くの国では、乗客の乗降や荷物の積み下ろしのための短時間停止と駐車を区別しますが、法的定義は異なります。
駐車は交通標識、路面表示、駐車ゾーン、地域規則により許可、制限、予約、時間制、禁止となります。危険や不必要な妨害を生じないようにし、支払、許可証、車種、最長時間などの条件に従います。
