237. Distraction
Distraction is anything that takes a driver’s attention away from safely controlling the vehicle and observing the road. Common distractions include mobile phones, navigation systems, passengers, eating, adjusting controls or looking away from traffic. Distraction can be visual, manual or mental and may significantly increase reaction time. Drivers should keep their attention on the road, prepare navigation and other settings before moving and avoid activities that interfere with safe driving.

Can you use a mobile phone while driving in Belgium?
Not while holding or manipulating it. Unless the vehicle is stopped or parked, a driver may not use, hold or manipulate a mobile electronic device with a screen unless it is fixed to the vehicle in a holder intended for that purpose.
Does the Belgian phone rule apply only to smartphones?
No. The rule applies broadly to mobile electronic devices with a screen, not only phones. This can include devices such as tablets and smartwatches.
Can you use a phone mounted in a holder in Belgium?

It also expressly applies the prohibition to a person accompanying a learner driver during driver training.
