What law(s) requires the Traffic Officer to hold on to your Drivers License following the issuing of a ticket? Driving without a license is breaking the law which carries another penalty. A traffic ticket is not a drivers license.
If in Thailand, you have to go to the police station, pay the fine, and get your license back.
